Job Description

Working under minimal supervision, the incumbent in this position will be a subject matter expert in end to end payroll processing. One must have the necessary knowledge and expertise to act as the subject matter expert for issues related to payroll, time tracking and multi-state regulatory guidelines associated with labor laws. This role will ensure accurate and timely administration of garnishments and voluntary deductions. Responsibilities will also include overseeing the unique taxation of Nonresident Alien employees. As a subject matter expert, duties will include evaluating organizational needs and recommending suitable technical solutions pertaining to payroll. In coordination with HRIS team the SME will also be required to oversee the development, testing, and implementation of payroll system enhancements. This role requires demonstrated ability to work with all levels of the organization and all departments to ensure the time and accurate payment of employees.

Additional responsibilities will include providing support as a backup to Time Tracking SME in order to ensure processing of timetracking task. Must have demonstrated understanding of Federal, State, and Local payroll wage and hour regulations.

The incumbent will report to the Payroll Manager.

Key Responsibilities & Essential Functions:

  • Processes end-to-end payroll activities, including off-cycle payrolls and ensures that all employee earnings and deductions, at point of final calculation, are accurate and are made in compliance with payroll tax and legal requirements.
  • Oversees the administration of garnishments, court ordered withholding orders and voluntary deductions.
  • Manages the nonresident alien taxation requirements for all nonresident alien employees.
  • Expert knowledge of federal, state and local taxation.
  • Hands-on payroll experience with multi-state Payroll.
  • Support business process strategies for end-to-end Payroll processes to achieve efficiency, productivity and improved control.
  • Performs various journal entries and account reconciliations,
  • Generate comprehensive payroll reports, providing detailed financial data and analysis.
  • Conduct thorough account reconciliations to ensure accuracy and compliance with company policies and regulations.
  • Maintains knowledge of applicable state and federal wage and hour laws. Facilitates management and employee understanding of payroll requirements and procedures
  • Ensure compliance with policies, regulations, wage tax laws, segregation of duties, SOX and other federal and state legislation impacting payroll.
  • Conduct thorough account reconciliations to ensure accuracy and compliance with company policies and regulations.
  • Resolve escalated payroll issues and provide expert payroll knowledge regarding special payrolls, garnishments, and taxation.
  • Good communicator and ability to work cross functional teams.
  • Responds to employee questions and addresses any payroll issues using Workday Help.
  • Create and run payroll related reports as required for interdepartmental and cross functional charges and reference.
  • Handle day-to-day manual check processing as final payments for employees in states with immediate pay requirements.
  • Collaborate closely with HR, benefits, HRIS, and accounting teams to obtain timely and accurate information for payroll processing.
  • Assist in processing special payrolls, including bonus, and year-end adjustments, with meticulous attention to detail.
  • Maintain comprehensive Standard Operating Procedure documents to streamline payroll processes and ensure consistency.
  • Actively participate in payroll-related projects and initiatives.
  • Consult with management to recommend and implement improvements to enhance functionality of the payroll system and/or system testing process changes.
  • Develop training procedures and associated materials for managerial review; working in partnership with Project Leads, conduct training and/or assign to others on team, as appropriate.
  • Responsible for maintaining/analyzing special payroll taxation coding on quarter and annual basis.
  • Assist with year-end payroll activities such as but not limited to payroll reconciliations, W-2 review, outstanding tax related matters, etc.
  • Responsible for ad-hoc time tracking processing.
  • Act as an active member for the Workday community. Staying ahead of Workday updates, fixes and resolutions and make recommendations for continuous improvement

Minimum Qualifications:

  • Associate's degree in a business-related discipline required. Bachelor's degree preferred.
  • FPC or CPP Certification preferred.
  • 5+ years related work experience, including a minimum of 3 years in a multi-state payroll and 2 years' experience in the non-profit industry, including organizations in which receive federal awards and are covered by OMB/Uniform Guidance requirements.
  • Ability to work independently on materials and draw conclusions from analysis, and act as the guide to management in assessing outcomes.
  • Ability to manage sensitive and confidential information with utmost integrity.
  • Must possess well-developed analytical, critical thinking, troubleshooting, and problem-solving skills.
  • Experience in software testing, tools, and utilities, and performing quality assurance methodologies.
  • Strong organizational and communication (listening, verbal, written) skills.
  • Ability to train others of varying levels of technical expertise and knowledge.
  • Ability and desire to learn new technical skills and technologies.
  • Work effectively and respond quickly and accurately within teams as well as independently in a customer-oriented, deadline-driven environment.
  • Ability to multi-task effectively with minimal supervisory oversight.
  • Ability to prepare written training materials, documentation, FAQs, various how-to's, etc. is required.
  • Must possess a strong understanding of payroll procedures and payroll tax regulations
  • Knowledge in California payroll laws and regulations required.
  • Must be proficient in using payroll software - Workday Payroll and Time tracking, and ADP Smart Compliance
  • Must be able to manage payroll function for a high degree of change in a fast paced, complex, and demanding environment.
  • Advanced computer skills necessary for analyses, data acquisition, documentation, data sharing, report presentation etc. Must include Excel (working knowledge of v-lookups and Pivot tables)
  • Strong analytical and critical thinking skills to identify, recommend, and resolve complex issues as well as exercise sufficient judgment to recognize limits of responsibility and direct issues beyond level of responsibility to appropriate personnel.
  • Ability to occasionally travel to various sites.
  • Knowledge in California payroll laws and regulations required.

Pay Range: $63,744 - $106,723 based on years or prior related experience
